STATEMENT OF GENERAL DAVID H. BERGER COMMANDANT OF THE MARINE CORPS ON THE POSTURE OF THE UNITED STATES MARINE CORPS BEFORE THE SENATE APPROPRIATIONS COMMITTEE
Introduction Chair, Ranking Member, and distinguished members of the Committee, I am thankful for the opportunity to report the progress of your Marine Corps over the last year and seek your support in continuing to prepare the Service to face an increasingly uncertain and challenging future. I would be remiss, in my final year as Commandant, if I did not first acknowledge the unwavering support of this Committee over the last three years. Simply put, the Marine Corps of today is a better fighting force because of your guidance, commitment, and resourcing decisions. But there is still much work to be done. A brief review of world events over the past few years tells us we are moving in the right direction, but we cannot slow down. In fact, we need to accelerate our efforts so your Marine Corps can effectively deter while remaining ready to immediately respond to any crisis, anywhere on the globe, at any time. The work of this Committee is crucial to the modernization of the Marine Corps into a force that will continue to do just that.

Statement of General David H. Berger Commandant of the Marine Corps As Delivered To Congressional Defense Committees On The Posture Of The United States Marine Corps
Introduction Chair, Ranking Member, and distinguished members of the Committee, thank you for the opportunity to present this annual report and share my perspective on the opportunities and challenges confronting your Marine Corps, the naval services, and the larger joint force. As recent events in Ukraine so clearly illustrate, our strategic adversaries and competitors are ready and willing to employ violence – at scale – to support their revisionist aims. They are willing to sow chaos, destroy cities, inflict mass casualties, and suffer casualties themselves to rewrite the international order – an order that has broadly and deeply benefitted humanity. To ensure the joint force remains able to deter, and if necessary, defeat these adversaries, we need to move at even greater speed to modernize the force.
